Who made the exploding pagers? A messy global trail emerges behind deadly Lebanon blasts
HONG KONG — An electronics manufacturer in Taiwan said Wednesday that a company based in Hungary made the pagers bearing its brand that were used by members of the militant group Hezbollah and exploded simultaneously across Lebanon on Tuesday.
At least 12 people were killed and more than 2,750 others were injured in the blasts, according to the Lebanese Health Ministry. In a statement Wednesday, the Iran-backed Hezbollah said there would be a “severe reckoning” over the blasts, blaming Israel.
Israel has not commented directly on the explosions, but two U.S. officials and a senior diplomat in the Middle East told NBC News that Israel was behind the attack.
Images circulating online show destroyed pagers in Lebanon whose features are consistent with those made by Taiwan-based Gold Apollo. The company’s founder and president, Hsu Ching-kuang, told reporters Wednesday that the pagers were made by another company licensed to use its brand.
“There is an agent in Europe whom we have cooperated with for three years, they are the agent for all of our products,” Hsu said at the company’s offices in the northern Taiwanese city of New Taipei.“We are not a big company, but we are a responsible company that cares about our products,” he said.
In a statement, Gold Apollo identified the other company as the Hungary-based BAC Consulting. The company is authorized to use Gold Apollo’s logo for product sales in certain regions, “but the design and manufacturing of the products are entirely handled by BAC,” the statement said.
Reached by phone Wednesday, BAC Consulting Chief Executive Cristiana Bársony-Arcidiacono confirmed that her company worked with Gold Apollo. But when asked about the pagers and the explosions, she said, “I don’t make the pagers. I am just the intermediate. I think you got it wrong.”
Records on the Hungarian Ministry of Justice show that a firm with the name BAC Consulting was registered as a new company on May 21, 2022. Its main activities listed retail trade of telecommunications products, as well as management consulting, jewellery making and cultivation of fruit.
A record from May 2, 2020 suggests that a company of the same name had existed in the past and was shut down in 2020.
Zoltan Kovacs, a spokesperson for the Hungarian prime minister said on X that authorities have confirmed that BAC Consulting was a trading intermediary that was not manufacturing or operating in Hungary, and that "the referenced devices have never been in Hungary."
He emphasized that, "this case poses no national security risk" to the country.
A spokesperson for Gold Apollo declined to comment further Wednesday, citing the ongoing investigation.
Taiwan’s Economic Affairs Ministry said Wednesday that Gold Apollo had exported 260,000 pagers from 2022 to August 2024, primarily to European and American markets. In a statement, it said there had been no reports of explosions related to those products and that there were no records of the company exporting pagers directly to Lebanon.“Was this batch of goods actually modified? ... Did another manufacturer produce them and simply label them with the Apollo brand? This part is still under investigation by the authorities,” a ministry spokesperson told NBC News.
The explosions Tuesday come amid rising concern that tensions between Israel and Lebanon could spiral into all-out war. Israel and Hezbollah, which is based in Lebanon and opposes Israel’s military assault on the Gaza Strip, have been engaged in cross-border attacks since the start of the Israel-Hamas war last October, displacing thousands of people in both countries.
The Lebanese Foreign Ministry condemned what it called an “Israeli cyber attack,” saying that it would lodge a complaint with the United Nations Security Council.
Jeanine Hennis-Plasschaert, the U.N. special coordinator for Lebanon, said Tuesday that the explosions marked “an extremely concerning escalation in what is an already unacceptably volatile context.”
State Department spokesperson Matthew Miller said Tuesday that the U.S. was “not aware of this incident in advance” and not involved in it.
However, two U.S. officials told NBC News that Israel was behind the attack, while a senior diplomat in the Middle East commented “this is undoubtedly an Israeli operation” when asked about the pager attack. The United States and other Western governments are still gathering information about the attack and how it was carried out, two U.S. officials and a Western official said.
It was unclear why Israel carried out the attack when it did and whether it was an opportunistic operation or something more strategic that would be followed by other actions, the officials said.
The officials did not confirm reports about how the devices were possibly tampered with and designed to detonate.
Videos suggest that explosive devices were integrated into the pagers, said N.R. Jenzen-Jones, director of Armament Research Services, a technical intelligence consulting firm.“The scale suggests a complex supply-chain attack, rather than a scenario in which devices were intercepted and modified in transit,” he said on X .
Pagers are favored by members of Hezbollah who avoid using cellphones for fear that Israel could use them to track and monitor them. Lebanese officials warned the public Tuesday to stay away from their wireless communication devices pending further notice.
Hezbollah said it was investigating the explosions and that there would be a “severe reckoning that the criminal enemy must face for the massacre it committed on Tuesday against our people, our families and our fighters in Lebanon.”
The group said earlier that “a girl and two brothers” were among those killed by the explosions, some of which appeared to have been captured on closed-circuit TV video and shared on social media. Muhammad Mahdi, the son of Ali Ammar, a Hezbollah member of Parliament, was also reportedly killed.
Hsu of Gold Apollo said he also felt he had been victimized and was considering filing a lawsuit.
“I am a businessman,” he said. “How did I get involved in this attack?”

Thousands of hezbollah’s handheld radios explode in second wave of remote-detonated attacks — killing 9, wounding 300.
A second wave of blasts rocked Hezbollah on Wednesday as thousands of radios and other devices used by the terror group were detonated across Lebanon, killing at least nine people and leaving more than 300 wounded, security sources and officials said.
Additional explosions were reported throughout the capital of Beirut and in the country’s south following Tuesday’s massive security breach that caused Hezbollah pagers to explode, killing at least 12 people and injuring another 2,800.
Some thousands of personal walkie-talkie radios were targeted in Wednesday’s operation, sources told Axios reporter Barak Ravid , which were all ordered from the terror group five months ago, around the same time as the deadly pagers.
State media also reported that solar energy systems exploded in Beirut and southern Lebanon on Wednesday, injuring at least one girl.
At least one of the new blasts heard took place near a funeral organized by the terror group for those killed in the first wave of explosions, which Hezbollah has blamed Israel for, Reuters reported.
While the initial blast targeted Hezbollah operatives, health officials confirmed that civilians were also caught up in the widespread blasts, with two children listed among the dead.
Officials have yet to confirm the links between the two attacks or list all of the devices that exploded on Wednesday.
The AR-924 pagers that were detonated on Tuesday were all the latest models acquired by Hezbollah five months ago and allegedly manufactured in Budapest, according to a statement released by Gold Apollo — a Taiwanese firm that authorized the use of its brand on the pagers.
Hungarian officials however, deny the allegations, saying it has no such manufacturing facility in the country.
“Authorities have confirmed that the company in question is a trading intermediary, with no manufacturing or operational site in Hungary,” government spokesman Zoltan Kovacs said in a statement.
“The referenced devices have never been in Hungary,” he added.
Israel allegedly hid explosive material in the Taiwan-made Gold Apollo pagers before they were imported to Lebanon, the New York Times reported, citing US and other officials briefed on the operation.
The material was implanted next to the battery with a switch that could be triggered remotely to detonate.
The exploding pagers were then detonated by a message impersonating the leaders of the group on Tuesday afternoon, officials said.
Following Tuesday’s attack, The Israeli Defense Forces said Hezbollah fired a 10 rocket barrage across the border, hitting open areas in northern Israel.
The Iran-backed terrorist group has vowed to retaliate against Israel for its alleged role in the communication device explosions.
“The resistance will continue today, like any other day, its operations to support Gaza, its people and its resistance which is a separate path from the harsh punishment that the criminal enemy (Israel) should await in response to Tuesday’s massacre,” a statement from Hezbollah read.
“This is another reckoning that will come, God willing,” the group added.
Hashim Safi Al Din, a top Hezbollah official and relative of terror chief Hassan Nasrallah issued a more ominous warning.
“These attacks will certainly be uniquely punished; there will be a bloodily unique revenge,” he said in a statement.
Safi Al Din claimed Nasrallah would publicly address the latest attacks in Lebanon on Thursday.

The massive superyacht Dilbar stretches one-and-a-half football fields in length, about as long as a World War I dreadnought. It boasts two helipads, berths for more than 130 people and a 25-meter swimming pool long enough to accommodate another whole superyacht.
Dilbar was launched in 2016 at a reported cost of more than $648 million. Five years on, its purported owner, the Kremlin-aligned Russian oligarch Alisher Usmanov, was already dissatisfied and sent the vessel to a German shipyard last fall for a retrofit reportedly costing another couple hundred million dollars.
That’s where she lay in drydock on Thursday when the United States and European Union announced economic sanctions against Usmanov — a metals magnate and early investor in Facebook — over his ties to Russian President Vladimir Putin and in retaliation for the invasion of Ukraine.
“We are joining with our European allies to find and seize your yachts, your luxury apartments, your private jets,” President Joe Biden said during his State of the Union speech Tuesday night, addressing the oligarchs. “We are coming for your ill-begotten gains.”
But actually seizing the behemoth boats could prove challenging. Russian billionaires have had decades to shield their money and assets in the West from governments that might try to tax or seize them.
Several media outlets reported Wednesday that German authorities had impounded Dilbar. But a spokeswoman for Hamburg state’s economy ministry told The Associated Press no such action had yet been taken because it had been unable to establish ownership of the yacht, which is named for Usmanov’s mother.
Dilbar is flagged in the Cayman Islands and registered to a holding company in Malta, two secretive banking havens where the global ultra-rich often park their wealth.
Still, in the industry that caters to the exclusive club of billionaires and centimillionaires that can afford to buy, crew and maintain superyachts, it is often an open secret who owns what.
Working with the U.K.-based yacht valuation firm VesselsValue, the AP compiled a list of 56 superyachts — generally defined as luxury vessels exceeding 79 feet in length — believed to be owned by a few dozen Kremlin-aligned oligarchs, seaborne assets with a combined market value estimated at more than $5.4 billion.
The AP then used two online services — VesselFinder and MarineTraffic — to plot the last known locations of the yachts as relayed by their onboard tracking beacons.
While many are still anchored at or near sun-splashed playgrounds in the Mediterranean and Caribbean, more than a dozen were underway to or had already arrived in remote ports in small nations such as the Maldives and Montenegro, potentially beyond the reach of Western sanctions. Three are moored in Dubai, where many wealthy Russians have vacation homes.
Another three had gone dark, their transponders last pinging just outside the Bosporus in Turkey — gateway to the Black Sea and the southern Russian ports of Sochi and Novorossiysk.
Graceful, a German-built Russian-flagged superyacht believed to belong to Putin, left a repair yard in Hamburg on Feb. 7, two weeks before Russia invaded Ukraine. It is now moored in the Russian Baltic port of Kaliningrad, beyond the reach of Western sanctions imposed against him this past week.
Some Russian oligarchs appear to have not gotten the memo to move their superyachts, despite weeks of public warnings of Putin’s planned invasion.
French authorities seized the superyacht Amore Vero on Thursday in the Mediterranean resort town of La Ciotat. The boat is believed to belong to Igor Sechin, a Putin ally who runs Russian oil giant Rosneft, which has been on the U.S. sanctions list since Russia annexed Crimea in 2014.
The French Finance Ministry said in a statement that customs authorities boarded the 289-foot Amore Vero and discovered its crew was preparing for an urgent departure, even though planned repair work wasn’t finished. The $120 million boat is registered to a company that lists Sechin as its primary shareholder.
On Saturday, Italian financial police in the port of San Remo seized the 132-foot superyacht Lena, which is flagged in the British Virgin Islands. Authorities said the boat belongs to Gennady Timchenko, an oligarch close to Putin and among those sanctioned by the European Union. With an estimated net worth of $16.2 billion, Timchenko is the founder of the Volga Group, which specializes in investments in energy, transport and infrastructure assets.
The 213-foot Lady M was also seized by the Italians while moored in the Riviera port town of Imperia. In a tweet announcing the seizure on Friday, a spokesman for Italian Prime Minister Mario Draghi said the comparatively modest $27 million vessel was the property of sanctioned steel baron Alexei Mordashov, listed as Russia’s wealthiest man with a fortune of about $30 billion.
But Mordashov’s upsized yacht, the 464-foot Nord, was safely at anchor on Friday in the Seychelles, a tropical island chain in the Indian Ocean not under the jurisdiction of U.S. or EU sanctions. Among the world’s biggest superyachts, Nord has a market value of $500 million.
Since Friday, Italy has seized $156 million in luxury yachts and villas in some of its most picturesque destinations, including Sardinia, the Ligurian coast and Lake Como.
Most of the Russians on the annual Forbes list of billionaires have not yet been sanctioned by the United States and its allies, and their superyachts are still cruising the world’s oceans.
The evolution of oligarch yachts goes back to the tumultuous decade after the 1991 fall of the Soviet Union, as state oil and metals industries were sold off at rock-bottom prices, often to politically connected Russian businessmen and bankers who had provided loans to the new Russian state in exchange for the shares.
Russia’s nouveau riche began buying luxury yachts similar in size and expense to those owned by Silicon Valley billionaires, heads of state and royalty. It’s a key marker of status in Moscow and St. Petersburg, and size matters.
“No self-respecting Russian oligarch would be without a superyacht,” said William Browder, a U.S.-born and now London-based financier who worked in Moscow for years before becoming one of the Putin regime’s most vocal foreign critics. “It’s part of the rite of passage to being an oligarch. It’s just a prerequisite.”
As their fortunes ballooned, there was something of an arms race among the oligarchs, with the richest among them accumulating personal fleets of ever more lavish boats.
For example, Russian metals and petroleum magnate Roman Abramovich is believed to have bought or built at least seven of the world’s largest yachts, some of which he has since sold off to other oligarchs.
In 2010, Abramovich launched the Bermuda-flagged Eclipse, which at 533 feet was at the time the world’s longest superyacht. Features include a wood-burning firepit and swimming pool that transforms into a dance floor. Eclipse also boasts its own helicopter hangar and an undersea bay that reportedly holds a mini-sub.
Dennis Cauiser, a superyacht analyst with VesselsFinder, said oligarch boats often include secret security measures worthy of a Bond villain, including underwater escape hatches, bulletproof windows and armored panic rooms.
“Eclipse is equipped with all sorts of special features, including missile launchers and self-defense systems on board,” Cauiser said. “It has a secret submarine evacuation area and things like that.”
Eclipse was soon eclipsed by Azzam, purportedly owned by the emir of Abu Dhabi, which claimed the title of longest yacht when it was launched in 2013. Three years after that, Usmanov launched Dilbar, which replaced another slightly smaller yacht by the same name. The new Dilbar is the world’s largest yacht by volume.
Abramovich, whose fortune is estimated at $12.4 billion, fired back last year by launching Solaris. While not as long as Eclipse or as big as Dilbar, the $600 million Bermuda-flagged boat is possibly even more luxurious. Eight stories tall, Solaris features a sleek palisade of broad teak-covered decks suitable for hosting a horde of well-heeled partygoers.
But no boat is top dog for long. At least 20 superyachts are reported to be under construction in various Northern European shipyards, including a $500 million superyacht being built for the American billionaire Jeff Bezos.
“It’s about ego,” Cauiser said. “They all want to have the best, the longest, the most valuable, the newest, the most luxurious.”
But, he added, the escalating U.S. and EU sanctions on Putin-aligned oligarchs and Russian banks have sent a chill through the industry, with boatbuilders and staff worried they won’t be paid. It can cost upwards of $50 million a year to crew, fuel and maintain a superyacht.
The crash of the ruble and the tanking of Moscow stock market have depleted the fortunes of Russia’s elite, with several people dropping off the list of Forbes billionaires last week. Cauiser said he expects some oligarch superyachts will soon quietly be listed by brokers at fire-sale prices.
The 237-foot Stella Maris, which was seen by an AP journalist docked this past week in Nice, France, was believed to be owned by Rashid Sardarov, a Russian billionaire oil and gas magnate. After publication of an earlier version of this story, AP was contacted Sunday by yacht broker Joan Plana Palao, who said his company represents a U.S. citizen from California who purchased the Stella Maris last month. He declined to disclose the name of the buyer or the person from whom the boat had been purchased.
On Thursday, the U.S. Treasury Department issued a new round of sanctions that included a press release touting Usmanov’s close ties to Putin and photos of Dilbar and the oligarch’s private jet, a custom-built 209-foot Airbus A340-300 passenger liner. Treasury said Usmanov’s aircraft is believed to have cost up to $500 million and is named Bourkhan, after his father.
Usmanov, whose fortune has recently shrunk to about $17 billion, criticized the sanctions.

Abramovich has not yet been sanctioned. Members of the British Parliament have criticized Prime Minister Boris Johnson for not going after Abramovich’s U.K.-based assets, which include the professional soccer club Chelsea. Under mounting pressure, the oligarch announced this past week he would sell the $2.5 billion team and give the net proceeds “for the benefit of all victims of the war in Ukraine.”
Meanwhile, location transponders showed Solaris moored in Barcelona, Spain, on Saturday. Eclipse set sail from St. Maarten late Thursday and is underway in the Caribbean Sea, destination undisclosed.

What to know about the deadly pager explosions targeting HezbollahNEW YORK (AP) — In what appears to be a sophisticated, remote attack , pagers used by hundreds of members of militant group Hezbollah exploded almost simultaneously in Lebanon and Syria Tuesday, killing at least 12 people — including two children — and wounding thousands more. An American official said Israel briefed the U.S. on the operation — in which small amounts of explosive hidden in the pagers were detonated — on Tuesday after it was concluded. The person spoke on the condition of anonymity because they were not authorized to discuss the information publicly. The Lebanese government and Iran-backed Hezbollah also blamed Israel for the deadly explosions, which targeted an extraordinary breadth of people and showed signs of being a long-planned operation. Details on how the attack was executed are largely uncertain and investigators have not immediately said how the pagers were detonated. The Israeli military has declined to comment. Here's what we know so far. Why were pagers used in the attack? Hezbollah leader Hassan Nasrallah previously warned the group’s members not to carry cellphones, saying they could be used by Israel to track the group's movements. As a result, the organization uses pagers to communicate. Pagers also run on a different wireless network than mobile phones, which makes them more resilient in times of emergency. And for a group like Hezbollah, the pagers provided a means to sidestep what’s believed to be intensive Israeli electronic surveillance on mobile phone networks in Lebanon. Smart phones carry a higher risk for intercepted communications in contrast to pagers' simpler technology, explained Nicholas Reese, adjunct instructor at the Center for Global Affairs in New York University’s School of Professional Studies. This type of attack will also force Hezbollah to change their communication strategies, said Reese, who previously worked as an intelligence officer, adding that survivors of Tuesday's explosions are now likely to throw away "not just their pagers, but their phones, and leaving their tablets or any other electronic devices.” Where did the pagers come from? Taiwanese company Gold Apollo said Wednesday it had authorized use of its brand on the AR-924 pager model and a Budapest, Hungary-based company called BAC Consulting KFT produced and sold the pagers. BAC appears to be a shell company. Gold Apollo's chair, Hsu Ching-kuang, told journalists Wednesday that the firm has had a licensing agreement with BAC for the past three years. From the start of 2022 through August 2024, Gold Apollo has exported 260,000 sets of pagers — including more than 40,000 sets between January and August of this year, according to Taiwan’s Ministry of Economic Affairs. The ministry said that it had no records of direct exports of Gold Apollo pagers to Lebanon. Elijah J. Magnier, a Brussels-based veteran and a senior political risk analyst who says he has had conversations with members of Hezbollah and survivors of Tuesday’s attack, notes that Hezbollah has been using pagers since the 2006 war with Israel. The newer brand of pagers used in Tuesday's explosions, he added, were procured more than six months ago. How they arrived in Lebanon remains unclear. How could sabotage cause these pagers to explode? Multiple theories emerged Tuesday around how the attack might have been carried out, but several experts who spoke with The Associated Press explained how the explosions were most likely the result of supply-chain interference. Very small explosive devices may have been built into the pagers prior to their delivery to Hezbollah, and then all remotely triggered simultaneously, possibly with a radio signal, experts explained. That corroborates information shared from the U.S. official about small amounts of explosive being hidden in the pagers as part of an Israeli operation. By the time of the attack, “the battery was probably half-explosive and half-actual battery," said Carlos Perez, director of security intelligence at TrustedSec. A former British Army bomb disposal officer explained that an explosive device has five main components: A container, a battery, a triggering device, a detonator and an explosive charge. “A pager has three of those already,” said the ex-officer, who spoke on condition of anonymity because he now works as a consultant with clients on the Middle East. “You would only need to add the detonator and the charge.” Munitions experts also pointed to security camera footage that appeared on social media Tuesday, which purported to show one of the pagers exploding on a man’s hip in a Lebanese market. “Looking at the video, the size of the detonation is similar to that caused by an electric detonator alone or one that incorporates an extremely small, high-explosive charge,” said Sean Moorhouse, a former British Army officer and explosive ordinance disposal expert. This signals involvement of a state actor, Moorhouse said. He adds that Israel’s foreign intelligence agency, the Mossad, is the most obvious suspect to have the resources to carry out such an attack. Israel has a long history of carrying out similar operations in the past. How long was this operation ? It would take a long time to plan an attack of this scale. The exact specifics are still unknown, but experts who spoke with the AP shared estimates ranging anywhere between several months to two years. The sophistication of the attack suggests that the culprit has been collecting intelligence for a long time, Reese said. An attack of this caliber requires building the relationships needed to gain physical access to the pagers before they were sold; developing the technology that would be embedded in the devices; and developing sources who can confirm that the targets were carrying the pagers. Citing conversations with Hezbollah contacts, Magnier said what triggered Tuesday's explosions appeared to be an error message that reached the devices and caused them to vibrate intensely — forcing users to reach the pager with both hands to click on buttons to stop them. This caused many users to injure both hands. Introducing this error, Magnier explained, not only maximized the effectiveness of the blast — but also ensured that the user was “fully engaged with the device” when they tried to stop it. Magnier said Hezbollah is currently investigating what type of explosives were used in the device, suspecting RDX or PETN, highly explosive materials even as much as 3-5 grams. They are also questioning whether the device had a GPS system allowing Israel to track movement of the group members. N.R. Jenzen-Jones, an expert in military arms who is director of the Australian-based Armament Research Services, added that “such a large-scale operation also raises questions of targeting" — stressing the number of causalities and enormous impact reported so far. “How can the party initiating the explosive be sure that a target’s child, for example, is not playing with the pager at the time it functions?” he said.  TWO10: 210m concept revealed by Meyer Yachts at Monaco Yacht ShowMeyer Yachts, the superyacht division of the Meyer Werft shipyard, has revealed a new 210 metre superyacht concept named TWO10 at the Monaco Yacht Show. A slender profile designed by the in-house team at Meyer Yachts disguises the yacht's sheer size and serves as inspiration to prospective owners looking for their next build. Highlights include a helipad on the bow that doubles as a tennis court, with a fine-meshed net that can be set up when in play, and a capacious beach club that extends over two decks with a suspended infinity pool. A bar can be found below a gallery-style glass balcony with sofas and coffee tables. Elsewhere, at the stern of the TWO10, guests can look through the largest pane of glass ever installed on a yacht. Speaking at the show, Lars Kruse, head of sales at Meyer Yachts, said: "The TWO10 illustrates the capacities of the Meyer Group in every respect and we are currently very satisfied with the response to our yachting activities." The TWO10 concept is the second design to come from the shipyard after it revealed the 150 metre ONE50 concept at the Monaco Yacht Show last year. The superyacht division of the German shipyard, which traditionally builds some of the largest cruise ships in the world, was launched a year ago. In addition to donations made by Syndicate Members, the Foundation generates revenue by selling tickets to paying passengers and offering private charters.
