Immediate Eligibility for All Filipinos
As per PhilHealth Advisory No. 2019-0037, Pursuant to Section 6 of the Implementing Rules and Regulations (IRR) of Republic Act No. 11223, known as the Universal Health Care Act, please be informed that Immediate Eligibility for All Filipinos shall be implemented after publication and upon effectivity of relevant circulars.
PHILIPPINE CREW ARRIVAL PROCEDURE
In lieu with the Advisory regarding Philippine Travel Advisory, the country is currently in incremental transition. There are selected regions/areas still into Enhanced Community Quarantine (ECQ) while others are already decreasing their restrictions. All domestic flights and inter-island travel are still not available. As of 11 May 2020 all arriving Overseas Filipino Workers (OFWS) are mandated to undergo Swab Test for COVID19 upon arrival at the airport as well as 14-days quarantine procedure in an approved quarantine facility/hotels while waiting for the result. If tested positive, they will be forwarded and endorsed to hospitals. The cost and accommodation of the quarantine facility will be shouldered by the vessel/principal. Quarantined crew will only be allowed to return home upon receipt of the clearance certificate issued by the Bureau of Quarantine. Please be guided accordingly. Thank you and let us all be safe!
Advance Information on the New Premium Contribution
In view of the effectivity of the Implementing Rules and Regulations of the Universal Health Care Law, this is an advance information that the new premium contribution of all Direct Contributors shall take effect beginning the applicable month of December 2019 onwards. The PhilHealth Circular on the Contribution Schedule will be published on November 22, 2019 in two major newspapers of general circulation.

Reference: Civil Aviation Authority of the Philippines (CAAP) Advisory via NAIA MIAA FB Page Ninoy Aquino International Airport (NAIA) inbound international flights to be allowed on assigned days. Starting on May 11, inbound international charter and commercial flights landing at the Ninoy Aquino International Airport (NAIA) will have assigned days. In a Notice to Airmen (NOTAM) released by the Civil Aviation Authority of the Philippines (CAAP) Operations Center, inbound International chartered flights will only be allowed to land on Mondays and Thursdays provided they secure a clearance from the Department of Foreign Affairs (DFA) and CAAP for slotting purposes. Meanwhile, inbound international commercial flights (scheduled) will be allowed on Tuesdays, Wednesdays, Fridays, Saturdays, and Sundays provided they secure approval from CAAP 48 hours before the scheduled departure from the airport of origin for the necessary slotting and rescheduling of flights in order to subscribe to the 400 passengers per day capacity of NAIA. Enroute flights experiencing emergency, ferry flights/cargo flights, air ambulance and medical supplies flights, government military flights, weather mitigation flights, maintenance flights, and outbound ferry flights/cargo flights with passengers, as authorized, are unrestricted and are not covered by the NOTAM The restrictions, which will last a month, from May 11 to June 10, is going to be implemented in NAIA only. Please be guided accordingly.

🚢 El Nido, Palawan
First on our course, we set sail to El Nido in Palawan. Blessed with towering limestone cliffs, lagoons of turquoise tranquillity, and an array of biodiversity, El Nido is a must-visit locale on your yacht adventure. Anchor your vessel and plunge into the underwater wonderland that hosts vibrant coral reefs, populated by a variety of fish species, sea turtles, and even the elusive dugong.
🚢 Coron, Palawan
Next, we navigate to Coron. Known for its sunken Japanese warships from World War II, Coron offers a unique opportunity for wreck diving. The remnants of the vessels, now colonised by an array of marine life, serve as a poignant reminder of the past, silently narrating stories of a time long gone, amidst the undersea tranquillity.
Our course then leads us to Boracay, an island renowned for its powdery white sands and crystal-clear waters. By day, the island presents a range of aquatic activities such as snorkelling, paddleboarding, and parasailing. As twilight descends, the island transforms into a vibrant nightlife hub, with fire dancers illuminating the shores and music filling the tropical air.
We then hoist our sails towards Siargao, the surfing capital of the Philippines. With swells that attract surfers worldwide, it promises a thrilling ride for those who dare to ride the waves. However, beyond its surf, Siargao has much to offer - from the natural pools of Magpupungko to the labyrinthine mangrove reserve of Del Carmen, every corner of this island is a testament to nature's splendour.
🚢 Tubbataha Reefs Natural Park
Our voyage continues with Tubbataha Reefs Natural Park. Nestled in the heart of the Sulu Sea, this UNESCO World Heritage Site hosts a pristine coral atoll teeming with marine life. From the diminutive clownfish darting amidst anemones to the graceful manta rays and the awe-inspiring whale sharks, Tubbataha is a living tapestry of biodiversity.
The island province of Cebu is next on our chart. Known for its historical significance - being the first Spanish settlement in the country - Cebu blends cultural heritage with natural beauty. The province's coastline, dotted with white sandy beaches, crystal clear waters, and colourful reefs, is perfect for exploration from your yacht. Dive into the waters around Malapascua Island, known as one of the few places in the world where you can regularly spot the elusive thresher shark.
Not far from Cebu, we find Bohol, famous for its Chocolate Hills and the tarsier, one of the smallest primates on Earth. The serene waters around Panglao Island offer world-class diving spots with a vibrant array of marine life. And when you crave a break from the sea, the Loboc River Cruise presents a charming diversion.

An alternative option for you if you still want a sailboat but desire speed at the same time is to get a multi-hull sailboat instead of a mono-hull one. Smaller and slower motor boats generally consume less fuel than their bigger and faster counterparts.
Finally, if you’re after a more leisurely yachting experience without the noise generated by an engine, then a sailboat might be more right up your alley. Otherwise, if the roar of an engine is part and parcel of cruising adventures for you, then you certainly wouldn’t go wrong with a motor boat.
Hull Type: Mono-Hull vs Multi-Hull
Another dimension of the “which yacht to buy” decision is whether one should buy a mono-hull or a multi-hull boat. This question is also influenced by a number of factors, which include the items below.
The most obvious difference between mono-hull and multi-hull boats of similar length—whether with sailboats or motor boats—are their layout and space provisions. As you can imagine, the combined space of staterooms, saloons, deck, and flybridge will be significantly larger on a catamaran than on a mono-hull boat, which make the former perfect for bigger groups of people.
It is important to note, however, that the combined space of trimarans aren’t typically any larger than mono-hulls. This is because while trimarans are three-hull vessels, two of their hulls serve the main purpose of being outriggers instead of being hulls that can house cabins.

In any case, the lack of a heavy lead ballast, plus the natural reserve buoyancy afforded by their flotation chambers also mean that multi-hull sailboats are less likely to sink if they capsize.

BI vows to file charges vs personnel who helped Alice Guo escape
The Bureau of Immigration (BI) on Tuesday assured the Senate that it would file charges against its personnel who are proven to have helped dismiss Bamban, Tarlac mayor Alice Guo flee the country.
During a Senate committee hearing on the alleged illegal activities of Philippine Offshore Gaming Operators (POGOs), BI Intelligence Division chief Fortunato Manahan Jr. said he still cannot confirm if a member of the BI personnel was involved in Guo's escape despite such possibility.
The issue was brought up after Senator Joel Villanueva raised concern over the possible rise of "POGO-sponsored" government officials, including the president of the Philippines.
"Kung hindi natin tutuldukan ang evils of POGO, hindi lang mayor ng Bamban ang kayang i-produce ng mga illegal activities ng POGO. I'm sure, easily, they can produce Congress person and, someday, a POGO-sponsored president," Villanueva said.

"I hope the Bureau of Immigration would have the passion right now to clear the agency," he added.
Manahan responded, "Hindi ho natin maalis na walang hong kasangkot ang BI personnel. But rest assured na any involvement of BI personnel, once ma-establish namin na may involvement, we will file criminal and administrative cases and we will submit it to this committee."

However, Senator Risa Hontiveros, chair of the Senate committee on women, children, family relations and gender equality, said the BI should strive to cleanse the agency from corrupt personnel and not just file cases against those who helped in Guo's escape.
In response, Manahan confirmed that he would take note of Villanueva's guidance.
Hontiveros earlier floated the possibility that an immigration official helped Guo escape from the Philippines.
According to the BI, Guo left the country without passing through Immigration authorities .
During a previous Senate hearing, Guo confirmed that she left the Philippines via boats, one of which was a yacht .
Senate Deputy Majority Leader JV Ejercito has urged the BI and the Civil Aviation Authority of the Philippines to establish general aviation terminals in airports to avoid unmonitored departures like that of Guo. — VDV, GMA Integrated News
